Call to order 8:08 a.m.
The Board of Trustees entered into a twenty minute executive session at 8:07 a.m. to discuss the performance of a public employee. Executive session was extended by ten minutes. Executive session concluded at 8:50 a.m.

Barry Holldorf, HC Director of Facilities & Operations, and Brandon Carver, City of Des Moines reported on the Highline College ROW Deed and Temp Construction Easement
VP Josh Gerstman reported on Campus View at Highline Place
Lela Cross, on behalf of VP Michael Pham, reported on the 4th quarter financial report. Copies of the report are available by contacting Danielle Slota, Director, Office of the President.
Lela Cross, on behalf of VP Michael Pham reported on the FY2019-20 proposed budget. Copies of the 2019-20 budget book are available by contacting Danielle Slota, Director, Office of the President. The current resolution to expend funds for the 2019-20 academic year expires on October 31, 2019.

Associated Students of Highline College: Mohamed Jama, Yahya Abdulgani and Sreynin “Lyn” Sam
- Goals are outlined as growing as leaders on campus and to better the relationship between students and administration. Cultivate and create student leaders, and exceed to find ways for students to find their own voices. Be successful in academics and broaden perspective on life.
- Thomas Bui, Director for Center for Leadership and Service and Student Government Advisor introduced himself in his new role.
- Over 400 student leaders attended conference on September on student government, student engagement, and college structures. Received information on the 2020 legislative agenda including priority focuses on pen education resources, EBT card use on campus, completing the DSHS waiver, international student tuition, and mental health support on campus.
- Three week training hosted by CLS with 50+ students across campus. Workshops address effective communication, community, and how to serve students.
- October 1, 2019 will be the first ASHC meeting for the year.
- Thunderweek starts September 24, 2019
Washington Public Employees Association: Tessa Bowen
- Met with lobbyists recently
- Currently a few open positions
- Aiming for more visibility on campus this academic year
Highline College Education Association: Dr. James Peyton
- Commented on “why faculty like being at Highline” and supported Ms. Pacheco’s comments during public comments that it is important that the words and values we speak are represented through action.
- Statewide CTC taskforce focused on mental health needs as they pertain to counseling. Nicole Hoyes Wilson was appointed to this task force.
- Negotiation of the faculty contract memorandums of agreement that were noted during the last negotiations.
- Advising: looking at how best to work with advising, the relationship as it relates to Guided Pathways.
- Part-time faculty agreements and relationships as they pertain to their roles, pay, advising, etc.
- Online instruction: best practices
- Training: compliance, accessibility, information security
- Gains have been made in recruitment and retention because of the success in negotiations as well as the 5% King County wage increase. Comments that continued similar efforts will only help to further these gains.
Faculty Senate: No Report
Highline College Foundation: VP Josh Gerstman
- Student recruitment and retention, and focus on students, will be a focus for 2019-20
- Basis of work is relationship building and engagement
- Requested the Board of Trustees approval to bring in a Foundation member to provide the report on a quarterly basis
- Saturday, April 25, 2020 will be the Highline College Gala

Discussion
- Trustee Altmayer announced that Dr. Amelia Phillips will be honored at the Association of Community College Trustees (ACCT) award ceremony on Oct. 18 in San Francisco as the recipient of the 2019 Pacific Regional Faculty Member Award.
President’s remarks
- Expressed gratitude to Trustee Jackson Gandy. Spoke to the representation on our Board which models the representation on our campus.
- Thanked the BoT for extending his contract
- Annual Fusion event – Friends United to Shelter Homeless – proud to have attended and proud to have two colleagues, Shakira Ericksen and Fawzi Belal represent the college in the leadership of this event
- Commented on the Administrators of Color cohort – Loyal Allen Jr., Stephanie Ojeda Ponce, Chantal Carrancho, and Elizabeth Word will be representing Highline. President Mosby and VP Ear will both serve on the advising community
- Senator Patty Murray’s office visited campus to learn about financial aid.
