Budget update for 2nd quarter financial report: VP Pham
Campus housing update: VP Pham
- Reservation requests for fall quarter are starting to come in
- International partners are expressing interest
- Discussion around the ISP Director position and the need for an employee with an expansive international reach
Inclement weather: VP Pham and President Mosby
- Noted the desire to be consistent with local K-12 schools, colleges, etc.
- Acknowledged VP Pham and David Menke
- The HC Inclement Weather Checklist was distributed and reviewed
2019 NLS Recap
- Acknowledged Shakira Ericksen for the planning process
- Dr. Mosby and Trustee Altmayer noted that the information presented was on programs, best practices and student stories. Highline’s face was seen and heard.

Associated Students of HC: Max Brown
- Recapped MLK week, approximated 50 students per event w approximately 150 students served overall
- Special guest Aaron Dixon was the highest attended event
- Capital Projects Committee is working to identify projects for the next year
- Student Legislative Committee is focused on increased participation in tabling
- School dance on 2/23
- Winter Leadership Retreat 2/28-3/2 for students that work in the Center for Leadership and Service as well as others interested
Washington Public Employees’ Association: Unknown

Highline College Education Association: Sue Frantz
- Inclement weather – faculty are taking advantage of lecture recording to help make-up for some of the lost time
- Advising for Spring quarter is underway
- HC faculty visited Olympia along with Bellevue College faculty and additional K-12 faculty, mtg with nine legislators and staff from the 11th, 33rd, and 34th districts. Asked for support of:
- House Bill 1300. HB 1300 would provide an additional $500mil which would provide additional compensation for faculty and staff, conversion of part-time faculty positions to full-time positions and 125 additional counselor positions across the state.
- House Bill 1355 which supports one full-time counselor for every 900 students. HC currently has four full-time counselors. LISTEN TO RECORDING TO CAPTURE DETAIL
- Governor Inslee’s budget that includes a 5% King County regional compensation boost
Faculty Senate: Eric Scott
- Spoke to impact of snow days on faculty. At the Senate meeting they strategized the loss of contact days with students. Full time faculty are reaching out to adjunct faculty to assist with appropriate content adjustments.
- Request that inclement weather announcements address both the in-person class and online class closures
- Noted that faculty are trying to be mindful of internet disruptions
- Further discussion on withdrawal process of online classes (continued from January 2019). Trying to find a conclusion that addresses consistency and serves all students.
- Trustee Savusa requested an update from the Senate at a future meeting and encouraged them to continue looking into printing these expectations
HC Foundation: VP Josh Gerstman
- Spring scholarship application cycle – currently following up with donors to confirm they will continue supporting these scholarships
- New Foundation Board member, Kevin Baker, working with Food Pantry to see how Starbucks team members can volunteer
- Reminder about the upcoming gala – Saturday, April 27th. Tickets can be purchased at https://foundation.highline.edu/

Approval of tenure recommendations
- Trustee Mendoza moved, Trustee Savusa seconded, motion was adopted to grant tenure to the following third-year probationers: Nicole Hoyes Wilson, Steve Lettic, Syeda Nizami, and Laurie Stusser-McNeil
- Trustee Mendoza motioned, Trustee Savusa seconded, motion was adopted to grant continuation of tenure to the following second-year probationers: Sarah Adams, Mutallip Anwar, Lydia Garas, Zanetka Gawronski, Diego Luna, Teresa Pan, Sangeeta Sangha, Colleen Sheridan, Laura Soracco, and Iliana Villanueva
- Trustee Mendoza motioned, Trustee Savusa seconded, motion was adopted to grant continuation of probation to the following first-year probationers: Yay-Hyung Cho, Christine Couch, Samora Covington, Aleya Dhanji, Nicole Filler, Jennifer Heckler, Rhiannon Hillman, Ikran Ismail, Aaron Moehlig, Shelly Page, Justin Taillon, Lisa Voso, Lauren Wugalter
Board Report: Accessible Technology Committee: Marc Lentini and Jenni Sandler
Trustee Jackson Gandy asked for clarification on the conversion of business office forms. Marc clarified that they have edited word/excel documents that are now accessible via electronic screen readers
Trustee Savusa acknowledged the team and charged them with leading the way for other local colleges. She encouraged the committee to continue to keep race as a focus for accessibility. Encouraged the team not be afraid to break the status quo.
Trustee Mendoza asked if there are committee members of the deaf/blind community. Marc and Jenni spoke to their concern for placing more burden on these student communities. Jenni confirmed that they have engaged outside consultants in their screen reader accommodations. Trustee Mendoza encouraged the committee to go outside the HC community, mentioned the Lighthouse for the Blind, for further ideas on technology suggestions.
Area Reports
General Administration: Cathy Cartwright for VP Michael Pham
- New student payment plan replacing the STEPP program. New vendor, NelNet, has a lower fee and allows the student to process payments online without physically needing to visit the cashier office.
Academic Affairs: VP Jeff Wagnitz
- Welcomed new faculty and staff
- Thanked the Board for their support of the tenure process
- Thanks the faculty and campus for all of the work and partnership that occurs in our tenure process
- Recognized VP Pham and the Administrative Services team for their hard work during inclement weather
Student Services: Interim VP Sy Ear
- Continuing work on onboarding processes
- Enrollment Services is streamlining the process for uploading student transcripts which will improve student access
- Transfer Center events are being hosted to aid students in writing their personal statements as well as new nursing info sessions that are being hosted in collaboration with the nursing faculty.
- Running Start team recently presented to 150 students at the local high schools to help prep for upcoming Spring and Fall quarter registrations
- Recognized Jennifer Scanlon and her participation in the WELA program
- CLS (Center for Leadership and Services) hosted the first International students forum – 35 students
- Plan is to hold these forums on a quarterly basis
- Need for financial assistance for international students stemmed from the forum
- Trio Alum, Renee Johnson, selected by the Council for Opportunity and Education to attend a national policy seminar in DC.
Institutional Advancement: VP Josh Gerstman
- Washington DC National Legislative Symposium
- Recognized Shakira Ericksen, Kevin Corrigan, and Kari Cantey for creating printed material that represented HC in DC
- Inclement weather – recognized Raechel Dawson for her assistance with the HC Twitter feed, particularly during this challenging time
- Recognized Dave Weber for his print materials and a future recognition he will be receiving on a national level
- Veterans Potluck Lunch rescheduled for March 7
- Trustee Jackson Gandy requested that logos be added to the printed materials for the national programs and local programs

President’s Remarks
- Recognized VP Pham, David Menke, Facilities, Grounds Crew and all those that worked to keep our campus safe during the inclement weather
- Thanked the Board of Trustees for voting and approving the tenure appointments
- Recognized sixteen HC students that attended the Northwest Model of United Nations Conference in Portland. Offered special recognition of student, Azal Bahadory, who received an award for her position paper in the General Assembly committee
- March 13th and April 22nd, traveling to Olympia to speak with Legislators
- 2019, Winter Listening Sessions kicked off yesterday with 55 attendees, three more scheduled, plus one student session.
