Approve minutes

Motion to approve minutes from the regularly scheduled meeting of Sep. 8, 2022 and the special meeting of Sep. 26, 2022.

Trustee Exstrom motioned, Trustee Swenson approved. Motion passed unanimously.

  • Associated Students of Highline College – Mahad Dahir

Position of Vice President is vacant. Currently in the process of nomination and confirmation. Recognized six clubs in the first council mtg of the school year. Currently planning the upcoming legislative breakfast to get students involved in politics and contributing to policies. More details on date/time to come.

  • Washington Public Employees Association – None
  • Highline College Education Association – Dr. James Peyton

Welcomes Trustee Johns and congratulated ASHC President Mahad Dahir. Faculty busy preparing for midterms and continuing to deliver hiflex modalities. Student advising are learning a new tracking tool and ramping up for winter advising. Developing course plans and documentation while determining additional training needs. Faculty are supporting LGBTQIA+ week and continuing to work to support students in the still shifting instructional environment. Expressed gratitude of the BoT and administration for a productive relationship. Concerns continue to exist about the cost of living and employee ability to live where they work. Encouraged trustees to use their voice with legislation on this topic.

  • Faculty Senate – Stephanie Ojeda Ponce

Faculty Senate entering election season. Expressed appreciation for how equity has surfaced in the new labor contract. 

Trustee Johnson requested more information about staffing supports for advising and wanted to ensure there are enough bodies to serve the needs.

Area reports

  • Administrative Services: VP Dr. Michael Pham

Enrollment challenges continue however projections for international student numbers are proving accurate. Local enrollment however continues to be a challenge. The first quarter financial report is scheduled for November which will create opportunity for further discussion.

Trustee Exstrom expressed gratitude to those involved in the recent audit. Noted that the identified issues were minimal and easy to correct.

VP Pham shared a story from the recent recruitment events in Vietnam. 

  • Academic Affairs: VP Dr. Emily Lardner

Dr. Lardner recognized the EFSP Core Team members for their commitment to the new mission, vision, and values. Expressed continued gratitude to the HCEA labor contract negotiations teams. Thanked Carrie Davidson for her ongoing support in her role in data informed and evidence supported decision making. SImilarly thanks Dr. Peyton for his partnership with Carrie. 

  • Student Services: Interim VP Dr. Jamilyn Penn

Recognized that Sep and Oct across student services is an extremely busy time due. Appreciate the partnership with academic affairs in preparing students for fall and now winter quarter. Spoke to King County Promise, new navigator positions, and the new completion coach position.

Trustee Savusa asked for Highline’s support to continue elevating the voices of the CBOs in the partnership as they bring an important perspective and level of access. 

Trustee Penn will distribute more information on the King County Promise for the trustees.

Request from trustees for completion data. Future study session topic will be the MFR and presentation of completion data.

  • Institutional Advancement: VP Josh Gerstman

Spoke to the upcoming Black & Brown Male Summit, King County Promise, and the importance of big organization partnerships. In the process of submitting a grant to the Washington Student Achievement Council to gather support to continue to build the partnership with Highline Public Schools and grassroots organizations that are currently serving our student communities. 

Trustee Bowman requested info on the HUB

VP Gerstman highlighted the partnership with academic affairs. 13 classes currently being offered at the Hub in support of the Federal Way community.

Trustee Swenson requested further future conversations to educate the board on outreach and recruitment. 

VP Gerstman suggested a study session topic of outreach, recruitment, and high school engagement. 

Dr. Lardner spoke to the new call-outs in the strategic plan of placing intention behind leading students to economic mobility.

President’s remarks

Welcomed Trustee Johnson. Expressed gratitude for the Opening Week committee. Highlighted the amount of work ahead of us this year in the strategic planning process. Thanked the board for approving his contract last month during the Sep. Special Meeting.
