Request for approval to file for emergency rule changes to the Highline College Student Conduct Code in alignment with 2024 federal regulation changes and creation of a new chapter of Highline College WAC to maintain the current Title IX process for reported incidents of behavior occurring prior to August 1, 2024.

Following consultation with the Office of Student Conduct and the Office of Title IX, and the support of Acting Co-Presidents Drs. Emily Lardner and Jamilyn Penn,
I MOVE to approve the addition of
new sections to the Highline College Student Conduct Code to add an amnesty section, and
maintain previous Supplemental discipline procedures for cases involving Title IX sexual
harassment for incident prior to August 1, 2024 : WAC 132I-126-060, 132I-127-505,

And to
Repeal sections of the Highline College Student Conduct Code that contain out of date Title IX

amend the Highline College Student Conduct Code to integrate sex-based harassment
processes and information with the most up to date Title IX information, clarify portions of code, and update language to current best practices : WAC 132I-126-010, 132I-126-030, 132I-126-040, 132I-126-050, 132I-126-100, 132I-126-125, 132I-126-200, 132I-126-220, 132I-126-230, 132I-126-240, 132I-126-260, 132I-126-270, 132I-126-280, 132I-126-290, 132I-126-300, 132I-126-350 through the emergency rule-making order (CR-103E, RCW 34.05.360) for 120 days commencing on November 19, 2024.
Trustee Exstrom seconded. Motion passed.

The Board, as and when deemed necessary, may call an Executive Session for appropriate purposes under the Open Meetings Act.
(g) To evaluate the qualifications of an applicant for public employment or to review the performance of a public employee. However, subject to RCW 42.30.140(4), discussion by a governing body of salaries, wages, and other conditions of employment to be generally applied within the agency shall occur in a meeting open to the public, and when a governing body elects to take final action hiring, setting the salary of an individual employee or class of employees, or discharging or disciplining an employee, that action shall be taken in a meeting open to the public;
