Discussion Topics

  • Legislative priorities (10 min)
    • Thursday, Jan. 25 is Hill Climb day with SBCTC. Trustee Johnson will be in attendance. Trustee Swenson is tentative based on schedule. Trustee Bowman tentative. 
    • Trustees Swenson and Exstrom attending legislative summit in Washington DC in February with Shakira and will be visiting the Dept of Education.
    • Procurement processes and inflation – aiming to get traction on updating some long time rules that have not been adjusted with inflation
    • Meeting with Rep. Reeves next week re Weyerhauser Headquarters and a proposal she has put forth
  • Tenure process review (10 min)
    • Dr. Larder walked through the 2024 timeline for tenure review, the list of files for review, and invited questions. 
  • ITS security board report / presentation w discussion (30 min)

Unscheduled Business

  • In reference to proposed faculty senate constitution changes:
    • Recommendations to clearly distinguish that Faculty Senate and the HCEA have clear responsibilities. Updated language will be sent to the trustees to review.
    • Requesting clarification from Senate in article 6 about meeting reference to personnel matters, requesting a definition of “personnel matters”. 
    • Requesting language change around compensation to align with best practices and the HCEA contract.

Trustee Swenson motioned to approve, Trustee Bowman seconded, motion carried

Opportunity for public comment

Student Gordon Harris, request for a reparations committee at Highline College for black and brown individuals. 

Student Ying Tran offered congratulations to Dr. Penn for her permanent position. Wished everyone a happy new year and is excited to celebrate in June.

Standing reports

  • Associated Students of Highline College – Council meetings have resumed with a contingency fund of just under $110k to fund student lead clubs and various requests from around campus. Council continues to learn more about permissible use of S&A funds which are intended for further educational use and to ensure a robust student life that sustains excellence. Fifty student clubs by end of academic year. Spoke to the success of the student legislative breakfast as well as other upcoming activities that are coming in February.
  • Washington Public Employees Association – No report
  • Highline College Education Association – James Peyton spoke to current work of faculty this time of the quarter. Spoke to the start of the legislative session, the need for competitive pay and what we need to effectively serve our college communities. Spoke to the recent movement of offices and the amount of work that went into that both up front and behind the scenes.
  • Faculty Senate – No report
  • Highline College Foundation – Sharon Vail spoke to the first executive board foundation meeting for 2024. The Foundation will be hosting a casual conversation on campus for students next month to meet one of Highline’s largest donors. Legends Retirees event planning proceeding for the event scheduled this winter.

Spoke to presentation submission for the upcoming Students of Color Conference. Spoke to the importance that these opportunities continue to exist for our students, staff, and faculty. Celebrated Dr. Penn’s permanent position, Vice President of Student Services.
